Mandy, also known as Horrible Demon Child and Madame President is an 8 year old girl and is Billy's closest friend, but has been pessimistic and full of rage since before her birth. She has a blond devil-horn-like hairdo and eyebrows that are in a perpetual frown, although her expression will change in rare occasions when she is afraid or disgusted. Her outfit consists of a pink dress with a picture of a yellow flower on it. She is also the only human character to have no nose, but according to her, she doesn't have one because it is disgusting. This kind of attribute leads to many "nose jokes" referring to Mandy in the cartoon, such as "A noseless mother with bad shoes". In addition, it is revealed in the episode "Really Odd Couple", that she has two small nostrils.

She can easily intimidate inferior people into doing anything for her, even her parents fear her, they often avoid her by hiding in a closet or going out somewhere away from the house and sending Mandy to Billy's house. It is sometimes implied that she isn't human.

Early LifeEdit

Mandy was born evil, her true heart being monstrous and devilish. When she was born, wolves tried to take her away from her parents. They stopped them, but to this day wonder if they should have.

PersonalityEdit

She rarely ever smiles and is quick to deny her smiles (with exception of the first season when her body is taken over by Billy); in fact, it was shown in the episode "My Fair Mandy" that if she smiled, the entire fabric of reality would warp. This is argued against by an episode in which Mandy falls in love with Piff and smiles multiple times. However, at the end of the first Billy and Mandy episode when the scene is about to close, Mandy smiles due to the fact that she gets to keep Grim's head for the night. The smile can be described as an 'evil grin' and not a happy smile. In the episode Heart Burn when Mandy takes a picture of herself to see if her True Heart is changing to good, her counterpart in the picture smiles. She is not above taking advantage of the stupid (as she says "I'm all for the abuse and exploitation of the stupid") and on several occasions has been described as pure evil, Grim refers to her as a "horrible demon child". It also has been seen in some commercials that Mandy smiles, such as an older commercial where she farts in an elevator, while all the other cartoons blame one another she (being much smaller compared to the rest) looks around then has an evil smirk on her face.

One of the greatest emotions she showed that wasn't anger was that in Billy & Mandy's Big Boogey Adventure, she feels sympathetic for Billy to face a horrible death of being eaten by a giant Krakken, showing that Mandy probably doesn't hate Billy, just she gets angry at him almost permanently. But soon, Billy was revealed to have just been made friends with the Krakken, and she easily was able to fool the audience that she is angry again.
